A cruise operator in Albany, Western Australia, says he is devastated by what appears to be the brutal killing of a New Zealand fur seal at the weekend.

The seal's carcass was discovered at Oyster Harbour.

Jonathan Jones has been running boat tours in the area for the past six years and says the seal, which he had named Sam, was popular among locals and tourists.

He says it appears the seal's stomach had been ripped open by a knife or machete.

"I think we've got two problems here, we have one, a psycho who wants to hand himself in because he obviously needs treatment and two, the problem is that people have children," he said.

"Where does it stop? If you saw what I saw with that seal, my 16-year-old son was in the boat when we found him, it's very, very disturbing."

The Department of Conservation and Land Management says it is treating the incident as suspicious and is awaiting the results of an autopsy.
